updated DNSResolver/things that use it for DNSSEC

Note: DNSResolver does not yet *use* DNSSEC, but rather this commit is
preparation for including DNSSEC validation.  The function in
src/wallet/wallet2.cpp that uses DNSResolver still needs its parameters
updated accordingly.
